For the Civic Building of the Year Award the panel considered all schemes already awarded as category winners to inform the decision.
The Winner was Sapphire Ice and Leisure Centre Romford (Community Award) and Runner up Battle of Britain Bunker & Visitor Centre London from the Small Building Award .
